Member of the State Board of Elections since May 2001; served as Chairman for the 2005-2007 term; served as Vice Chairman for the 2003-2005 term. Mr. Smart graduated with a Bachelor of Science degree from the University of Illinois, Urbana. He is owner of Smart Seeds, Inc. in Bloomington. He was mayor of the City of Bloomington from 1985-1997 and served on the City Council from 1978-1985. He is a past President of the Central Illinois Mayors Association and the Illinois TIF Association, and has also served on many Associations including the Illinois Seed Association, American Seed Trade Association, Crop Improvement Association and the 4-H. He is also active in the Corn Belt Chapter Alzheimer’s Association, Captain Shriner’s Tin Lizzies, Young Men’s Club and the Prairie Air Show, Inc.
